Unknown Spaces and Uncertainty and Film Development

Given the exigencies of film funding, how can screenwriters maintain the necessary freedom to free-fall into the unknown and uncertain spaces of creativity?

Film development agencies are obsessed with certainty yet a screenplay is a transitional object rather than an end in itself; it is of necessity something that must change and transform if it is to truly come to life on the screen.

Screenwriters are required to promise certainty but if all forms of drama ‘… build on the revelation that omission is a form of creation,’ how can they learn to write the elisions, the unspoken or shadow narratives that constitute subtext; the unknown, uncertain spaces where an audience is invited to become an active participant in the drama?
